What is loudness normalization?

It estimates how much gain to add or remove from the average level, while checking peaks so different files play at a more similar loudness.

Which target should I choose for music, podcasts, or broadcast?

Try -14 dBFS for music, -16 dBFS for podcasts, and -23 dBFS for broadcast-style headroom. Follow the destination platform or project specification when one exists.

Will a quiet file always get louder?
